Tell your legislators that you OPPOSE a graduated income tax!

Politicians in Springfield celebrated Tax Day by introducing a rate schedule to accompany the constitutional amendment seeking to scrap our state’s flat income tax and replace it with a graduated, or progressive, one. This legislation would likely result in greater job loss and continual tax hikes by a General Assembly that seems to be unable to control its appetite for more tax dollars.This proposal would give Illinois the highest effective corporate tax rate in the nation, while greatly hiking taxes on job creators who file personally.

The four bracket rate schedule for a graduated income tax proposed today by Leader Lou Lang (D-Chicago) in HB 689 is merely the camel getting his nose in the tent. It asks the good people of Illinois to bless the notion of a graduated income tax, leaving the details of brackets and rates at the discretion of our chronically irresponsible Legislature.

Why should Illinoisans trust Springfield politicians enough to give them carte blanche ability to add brackets, increase the rates or lower the income threshold at which higher rates apply? It’s no accident a recent Gallup poll highlighted that a mere 25% of Illinoisans “are confident in their state government” – worse than any other state. Urge your legislators to oppose the graduated income tax!
 

Punishing job creators is not the answer to moving Illinois in the right direction, nor is removing legislative barriers that prevent continual tax hikes by a General Assembly that has an addiction to tax dollars. Please take a moment and send a message to your legislators telling them you OPPOSE the graduated income tax.

COD public records destruction and the public trust

One year ago, on April 13, 2015, U.S. Attorney Zachary Fardon empaneled a grand jury and subpoenaed College of DuPage records relating to spending, personnel, reimbursement, and “emails sent or received by the president, trustees, and senior management personnel” from Jan. 1, 2009, to the present. Unfortunately, we’ve now learned the feds won’t be getting many of the emails, because college administrators destroyed them.

Illinois statutes outline when, what and why local governments can destroy public records. Under no circumstances would the Illinois Secretary of State, Archives Records Management — the state body in charge of permissions — green-light record destructions pertaining to an ongoing or anticipated civil litigation or criminal prosecutions.

But, that appears to be exactly what’s happened at COD.

Incredibly, public record destruction permissions continued into May 2015, despite U.S. attorney subpoenas and grand juries, Internal Revenue Service special audits, a state’s attorney indictment, a special Illinois auditor general audit, internal COD forensic audit investigations, official record-retention-hold orders by the board and state and federal laws prohibiting record destruction during ongoing criminal and civil litigation.

Last month, the sheer scale of the public records destruction was unveiled in a five-part series by the good-government group, the Edgar County Watchdogs. Later, COD Vice President of Information Technology Charles Currier gave board testimony admitting that COD destroyed some records and then posthumously asked the state later for permission, which was granted.

Here are some more highlights of COD record destruction:

• Even after the U.S. attorney subpoenas, COD continued to petition for and received “permission” from the state to destroy more records through the summer of 2015.

• In 2011, COD successfully petitioned the state to destroy four years of radio station audits, even though some officials at the college had been notified that its chief radio station engineer had participated in fraudulent billings to his own company while moonlighting at Elmhurst College. In 2015, the engineer was arrested on fraud charges involving more than $100,000 in allegedly false billings over the course of seven years.

• In 2014, our organization at OpenTheBooks.com quantified more than $200 million in no-bid contracts to COD foundation board members. The foundation was supposedly an independent charity, but COD successfully petitioned the state to destroy charitable audits, papers, and financial records in 2012.

• Even after the newly elected “Clean Slate” board majority passed a document retention hold to preserve all evidence for the investigators of the Illinois Auditor General, internal forensic auditors and law enforcement officials, COD administrators somehow successfully petitioned the state for more email record destruction.

• Finally, on April 1, 2016, the state archive agency issued a moratorium to “suspend all COD record disposal activities.’

Remember the front-page article at Daily Herald by reporter Robert Sanchez on July 7, 2015, detailing millions of dollars in no-bid contracts to companies whose principals had donated tens of thousands of dollars to a political action committee founded by two COD senior managers? All of those email records from the $162 million 2010 bond referendum election are destroyed. It’s harder for the feds to prove “pay-to-play” if the records are missing.

Remember the Hinsdale mom Kathy Hamilton who stood up against the COD machine and started asking tough questions after winning in the 2013 COD trustee election? Looks like that kicked the public record destruction program into high gear. In five previous years (2008-2012), COD made only nine requests to destroy records. Yet, in the follow years through 2015, COD made 44 state records destruction requests. Two of the COD destruction requests came after the “Clean Slate” swept the April 2015 elections.

Now, all email correspondence at COD older than April 30, 2014, has been destroyed. As part of the Dr. Robert Breuder termination paperwork, we learned that his college-issued iPad was wiped clean — restored to factory resets on April 28, 2015.

Sometimes, a cover-up is easier to catch, prosecute and convict than the initial allegations of lawbreaking. In the case of COD, we hope that law enforcement at every level now has the leverage necessary to bring real accountability to any violators of the public trust.

I wish it had occurred to me from the very beginning of the presidential race to count the number of times Hillary Clinton lies about firearms and the Second Amendment. I wasn’t cynical enough at the time, and while I haven’t a clue what that number might be, one thing is for sure. If she were Pinocchio, right about now NASA would be considering her nose as a permanent bridge to the moon. To say Hildabeast lies about the role of firearms in American society would be like saying Babe Ruth played baseball or Neil Armstrong was a pilot.
It’s not difficult to imagine right about now Hillary Clinton is pretty paranoid, but as we often say, just because you’re paranoid, it doesn’t mean they’re not really out to get you. She’s a pathetic figure with Bernie Sanders, one of the most unlikely presidential candidates in memory, nipping at her heels every step along the campaign trail. What stunning irony it would be to be beaten in the primary by the only candidate in recent history more whacked out than the Hildabeast.
Then there’s an almost certain indictment about to be filed with regards to what clearly appears to be criminal mishandling of top secret email when she was Secretary of State, and there’s the billion dollars she misplaced while with the State Department. In fact there is a long litany of high crimes and misdemeanors the conservative faithful chant with increasing fervor in front of the altar of Democratic candidate sacrifice, not the least of which is her outright fabrication of alleged facts supporting gun control.
I’m sorry, did I say gun control? She long ago gave up that mantra and traded it in for the illegalization of firearms in the United States. Make no mistake: Hildabeast has said on the record she thinks the Second Amendment is outdated and that no one should possess a firearm, period. Clinton reassures John Q. Public that by eliminating firearms, you’ll all but eliminate murders and other violent crimes. The gun is, after all, what causes crime and violence, not the poor, downtrodden, socially-deviant miscreant looking for enough money for his next snort.
So every time there is a mass murder involving guns, Hildabeast pulls up an anti-gun point that would rival the best German Shorthair’s point in a pheasant farm. But John Q doesn’t live in the alternate universe where Hildabeast is the omnipotent supreme leader; John Q knows it’s yet another steaming pile of do-do.
A number of years ago the Harvard Journal of Law & Public Policy published a piece titled, “Would Banning Firearms Reduce Murder and Suicide?” The authors of the study, which looked at firearm prevalence and violence in countries around the world, determined gun bans are ineffective because they do not affect the socio-cultural and economic factors that are the real determinants of violent crime rates. With Hildabeast feeling The Bern, she has constructed the foundation of a counter-attack against Sanders built upon an ever-increasing web of gun control deceit.
Recently, at a private soirée of New York Democratic legislators, lobbyists and supporters, according to Politico New York, she told them: “…many of the guns used by New York criminals come across the border from the Green Mountain State.”
She made that claim to contrast her position on guns with that of Vermont’s Senator Bernie Sanders. Politico’s Jimmy Vielkind wrote in the article, “With a reported claim like that, and with the blame being placed on what “progressives” refer to as “lax gun laws,” a fact check is in order. And to do that, we can consult ATF’s firearms trace data report for New York.”
Vielkind found that it’s true, Vermont is one of the top 15 states for firearms with a New York recovery coming in at #14 with 55 traces. New York itself, with draconian gun edicts, did just fine without the boost, easily taking the #1 slot with 1,397 traces. But he also looked at the time from which the firearm was originally sold by a retailer to when it was recovered by law enforcement in New York. He found a firearm purchased in Vermont took an average of 14.8 years to be confiscated in New York compared to a national average of 10.88 years.
And finally, there is the inconvenient truth of it all. Despite Vermont’s easy-going attitude toward gun purchasing and New York’s over-the-top gun control laws, there’s just no comparison between Vermont’s violent crime rate and that of New York. Yet again the Hildabeast simply makes up facts to fit her agenda, and if I’ve said it once, I’ve said it a thousand times: you’re entitled to your own opinion, but you’re simply not entitled to your own facts.
